You need to install Plugin Commander like PSP or any other application. It is not a plugin, so you do not need to do anything special.
Please have a look on the Corel website if there is no update for PSP X that you do not have. Sometimes updating PSP solves such memory problems. Unfortunately PSP X is not the most stable application anymore since Version 9 according to my experiences. I recommend that you install your plugins outside the PSP plugins folder, each plugin in its own sub folder e.g. at C:\Plugins\. Then you can add these sub folders (e.g. C:\Plugins\Alienskin\) in File > Preference > File Locations > Plugins in PSP X. That way you do not need to reinstall your plugins if you update to PSP XI or decide to also use your plugins with other applications.
