Try using gradients.
This tutorial will show you how to create transparent areas in gradients (it will help you get the glow, unless you use it over just one solid color background):

That tutorial is currently not available - it used opacity masks to generate transparency in gradients.
That's not true. One can get great effects with Illustrator, all vector. However, there are effects that weren't meant for vector work, so unless a lot of effort is put in for them, they should be made in a raster program - and the same goes for the other way round.Getting nice effects without rasterizing is not impossible, try Xara Xtreme
