Do you mean turning photos into X-Ray prints? I don't think that you can imitate X-Ray prints realistically without very high effort, but you can surely give photos the impression of a X-Ray print.

You would need a negative filter and some other filters that produce erosion effects.

I found PhotoretouchPro from Binuscan.com providing X-Ray view. Actually here is a quite usefull analyzer tool.
