are there any plugins for photoshop which will enable security printers to secure the output?
e.g., Copy Protection Text?

I guess you mean that noone should be able to do photo copies of the printed text with the help of a standard photo copy machine. I never heard about such a plugin.
As far as I know this techniques works by making the contrast between the background and the text so minimal that a human can still read it, but a machine can't. I guess you also need some special paper for that.

Its the other way round.
There will be a Text e.g. VOID / COPY which will be there on the paper not visible to the naked Eye, but when you photo copy that print the text will be visible very clearly.
This is done using a Split Line Technique, where in you have a patch made up of hairline or still smaller Lines. and the Line is Split in between to take the shape of a Character combining those lines. these splits are not visible for the naked eye but when you copy it the splits are exposed and you get the text.
To achieve this there is lot more than just the art work. the quality of image setter, the quality of paper, the combination of color and the quality of ink are the few things that are important.
