Edge & Frame Galaxy adds a menu item to the top of the Filter menu in Photoshop (Elements).

The filter version of the Edge & Frame Galaxy has the same features as the fill layer version. The only difference is that the filter applies the frame effect directly to the pixels of the selected layer whereas the fill layer applies it as a new layer with a layer mask. Thus the fill layer version offers more possibilities for editing the effect afterwards. The filter version is fine if you do not want to edit the effect manually in Photoshop (Elements) after applying it. In this case the filter version makes sense.
