Will my current version of ElementsXXL carry over automatically to a new version of Elements when I upgrade?

What do you mean with "carry over"?
When you upgrade, the old ElementsXXL version will be overwritten. The settings of the old version will not be used to avoid problems.

I meant when I upgrade to the latest Elements version (15) what will happen to the current ElementsXXL version. Will it still run in Elements 15 or will I have to re-install ElementsXXL/LayersXXL?

You have to reinstall it in Photoshop Elements 15. Under Windows you can do that from Start > All Programs > The Plugin Site > ElementsXXL > Plugin Installer.
You need ElementsXXL 4 for using it in Photoshop Elements 15.

Under the latest Windows 10 version there is no "All Apps/Programs" item anymore and you can scroll directly to the "The Plugin Site" item.
