I can only give your the instructions for Microsoft Digital Image Pro 9 and PhotoDraw 2000, but they should be similar to your software.
In DIP 9 you have to select Effects > Plug-in Filters, then click on "Change plug-ins folder" and select the folder where the plugin is located. Afterward the found plugins will appear in the list.
In PhotoDraw 2000 select Tools > Options and press the Plug-in tab. Press the Browse button and select the folder where the plugin(s) is located. Finally press OK on the Options dialog. Choose Format > Effects > Plug-ins and select the plugin in the combo box at the top of the Plug-ins dialog.
