Dead easy but time consuming if you have a lot of edits and widely differing recording levels. On the left side of the audio tracks (on the bottom of the timeline) are some little arrows pointing to the right, click them to expand all tracks with sound on them. You may need to zoom in on the view with + key a few times to see the waveform. The red line is the level adjustment. Currently it will only have a control point at either end but you can add one simply by clicking on it anywhere. Move any control point up or down to increase or decrease the volume. Play around and you'll soon get the hang. With older versions of Premiere you should remember to collapse the audio view again with the little arrow before you zoom back out with the - key, otherwise redrawing takes ages and slows playback.
