I am sorry you feel it is unfortunate that you have to (?) use PSPX6.

I selected not to install the 64-bit version of X6 as there aren't many plugins written for 64-bit systems.
I only use the 32-bit version and everything works well.
To make the plugins work in PSP:
File>Preferences>File Locations.
In the File Locations dialog box: select Plugins>Add
Then navigate to where you have filed the plugins you want to add.
Click OK.

For some plugins you might need to change the Data Execution Prevention settings in Windows, otherwise they won't work.
