Re: plugins..
What type of program are you using?? Adobe Photoshop? Adobe Photodeluxe?? Adobe anything??
Need info on tubes
Anyone heard of these guys, http://www.gardenhose.com? Are their products any good? The tutorials look good.
The filters are not defective, you are probably trying to use them with the wrong programs. When in doubt, just go to the filter's page and see the compatibility list. Filters that work for Photoshop 6 will probably work for PSP, however you might have to install two dll files for complete compatibility. The two files you can download at http://malephika.formmailer.net/what_to_do.html

See http://thepluginsite.com/resources/freeps.htm for free plugins.
Concerning the text drip I think you refer to a technique that uses the Wind filter on 90 degree rotated image. Paint Shop Pro has a Wind filter, too. For a very good text drip effect you will need EyeCandy 4000 from www.alienskin.com
