Maybe you could try looking some more to get a clue on what your problem is. Maybe there is an issue with your photoshop version running on XP. But I do not see why this would be, as the same package was carried out to xp with just come upgrades. Try doing another fresh install maybe that could sort your problem out.

I think the best was out for NOW (2011) is to upgrade the os up to the 7 version and to reistall everything.
