VERY new to Photoshop

I have Photoshop CS 8 and I just downloaded and installed Harry's Filters. In detail, this is what I did: created a sub-folder in the PlugIns folder (named Harry's Filters). Now this is the part I don't understand; when the instruction says to "restart the application," what does that mean? Which application? Because whenever I start photoshop, none of the filters are in the menu.

If this has been covered before, please direct me to that discussion.

If you installed Harry's Filters into the Plug-Ins sub folder of the Photoshop folder (the folder you created there), they should appear in Photoshop CS.

"Restart the application" just means that if Photoshop was running while you installed Harry's Filters, you should quit it and restart it.
