When filter menu items are greyed out it usually means that they do not support the current image mode. Almost all plugins support RGB images with 8 bit per channel. So change your image to that and the filter menu items will be enabled.

Please get the FilterMeister plugin from http://www.filtermeister.com. On the FilterMeister dialog load the Simple Quick Tile filter and apply it. This should prevent the crash. If you buy FilterMeister, you can create your own Simple Quick Tile plugin, which works on it own.
