Look through the list of "Color alteration & effects" plug-ins at:
http://www.plugsnpixels.com/imageeffects.html
The first option that comes to mind is nik Color Efex Pro (Old Photo B&W and Color), though you can probably get similar effects with other products such as Auto FX Dreamsuite, etc.
