I'm intereted in writing some for Photoshop but don't know where to begin - is there any online help or tutorials available?

Scot, please have a look at http://thepluginsite.com/knowhow/plugincreation.htm. It described different tools for plugin creation.

Deciding which tool to use is usually the first step.
