NVR Border Mania (now being distributed as Border Mania Pro) may be just what you're looking for  ...I have the older version and use it quite often (the important thing to remember is to have your image that you want to make 'round' a separate (top) layer with a transparent bottom layer)

| Paint Shop Pro /Geometic/ Circle will give you the effect you are looking for...no need for a plugin |
