Hi Chris,
As a fellow that has been restoring old photos for many years now, I can honestly tell you that there is absoulty no plug-in for restoration. I see that you are a new user to Photoshop. I don't know version you have but this program is the best thing to come along since sliced bread. However, it WILL require many hours of trial and error, trying this way and that way, will this work or won't it.
Tell your friend to just keep trying the tools and learn what can and cannot be done. Use his imagination, see in his mind what he wants the finished restoration to look like and then try and do it.
If there was such a plug-in, I assure you, I would pay whatever it cost to have it.
