I have Ulead photo Express 3.0 and would like filters or plug-ins, not sure which one...

So do I want filters or plug-in Galaxy? And I may need help on how to download it. Don't know anything about it!

Plugin is a more general term, while filter is a more specific term. In this context they mean the same. What your are looking for are filter plugins for Photo Express.
