help with plug ins on gimp

Ok, I seen that these harry filters work with gimp, I done exactly as it said.And they none show up! Help!!! OMg I feeel ignorant asking, But I need help bad. I went to comp, programs,gimp,lib,gimp,2.0,plug ins and restarted as asked and nada!! Help!!!

Did you install the PSPI plugin from http://www.gimp.org/~tml/gimp/win32/pspi.html in GIMP? You need it in order to run Harrys Filters in GIMP.
