I know you're looking for free plug-ins, but in my opinion the best plugin for creating 'painterly' effects is Deep Paint. It's well worth the $ and you have total control over the entire image.
If you want a 'cover the image' plug-in, I'd use Xaos Tools.
Neither of these are free, but worth the $ if you're serious about your Photoshop work!!!
