I have a picture of some person and I want to apply such filter on people's flesh so it will look "oiled" (like sweat or like sun-oil or similar). How to do this?

I never came across a plugin or tutorial for such an effect. I think it isn't that easy and that you have to experiment a lot with different techniques and effects to produce such an effect.

Maybe a plug-in that creates water drops?

if you are real good and have lots of time (filters are suppose to save you time) try playing with a plastic wrap kind of filter. it is transparent and gives a shine look like body oil. take out the folds so that it just follows the skin and it should be good.

.... acum versiunea pentru Ei ...
So, I think I foud a solution using Photopaint - instead Photoshop
( on the last 2 years - Corel Photopaint become stronger [ I mean More than Adobe Photoshop ] ) .
If U want an extra-effect solution, U can use KPT 6 - Gel effect - a rafinate
tool for this kind of jobs ( manny brushes and options ).
I DO EXACT THE SAME THING ON THIS WAY !
on the other side is Manual Creation of this effect.
From Corel photopaint using paths and mask for selection and Plastic effect + Transparency for finalize work.
