I wish I could help - but I have exactly the same problem. Only difference being - mine worked just fine until I had to reload PSP after my laptop crashed!
I am using PSP X3 and Win7 ultimate 64bit

I've come here to ask exactly the same question.
I've tried uninstalling and reinstalling to no avail.
I went to Moondesigns and can only find how to use the plugin.
I know how to use the plugin when its working and showing all the colours not just the grayscale files.
So has anyone figured out why it doesn't work?

Won't update to the newer things cos a lot of plugins wont work.

I think there is an option for deactivating the grayscale effect. I did not use the plugin for a very long time, so I do not remember exactly, but that option was not that easy to spot.
