Need an photoshop and/or psp "Save as" plugin

Hi and hello.
Sorry for my bad english first. I hope that i can discripe my question good enjought.
I need someone that can code me an "save as" filter for photoshop or psp based on my personal infomation.
Output should be in simply text, problem is that i dont have the money for the officiel development kit.
it is an simply and easy work. i want to pay around 50$ for that one that is able to build this "save as" filter for me.
