Hmm, I imagine software developers would avoid such a thing to stay out of trouble! 
Since you don't want to use a screen plug-in (such as Andromeda Screens), your next step might be to use a combination of Illustrator and Photoshop (or an integrated app such as Canvas) and draw the lines as vector strokes (using a scan of currency as a guide) and overlay them on your image.
