How can I find info about creating my own custom plugins? (programming them, not using a "builder" program)

If you don't want to use a special tool, you have to get the Photoshop SDK from Adobe which costs you $195. Older SDKs are also available from the Photoshop CD-ROMs of Version 3 to 6.
