A deformation plugin for Photoshop/Elements

My previous laptop performed it's final crash last week. With it, I lost an Elements plugin that allowed one to deform photos. It was a simple program that worked quite well for me.
A tool bar runs down the left side of the screen. It's two primary "buttons" were one to blow-up/expand the selected area, and one to shrink/deflate the selected area. And the area to be effected could be determined by a S"strength" bar on the right of the screen.
Other functions included a finger/dragging tool, a magnifier, and an un-do command.
I don't recall whether that was freeware or not, but I believe I purchused it via the internet.
Can someone perchance tell me what the name of that program is?
I would appreciate it very much. It was quite good at making simple
caricatures.
