Do you mean that the prints have a low contrast? Of course you can increase the contrast of B/W images with B/W Styler, but that should also be possible in Photoshop Elements itself.
I guess you will only get really great B/W prints if you use special B/W ink cartridges. There are more expensive printers with different grey tone inks and there are also grey ink replacements for the color inks for certain printers.
