.8bs files are Photoshop selection plugins, which means that they let you create selection in Photoshop. A selection plugin is a type of plugin that is very seldom. I only know two or three of them. They only work in Photoshop and no other application.
So if you don't have Photoshop, just forget about this file, because you won't be able to use it. You can't convert it.
