Are you using Windows or MacOS X? Did you place the plugin in the Plug-Ins sub folder of the Photoshop folder?
If the plugin doesn't appear in the Filter menu of Photoshop, you may not have it placed in the Plug-Ins sub folder. Or if you use a Mac, the plugin may have been produced for OS 9 and will not work under OS X.
