You could try ImageDoctor from Alienskin, but I don't know if you will be able to use it successfully to batch remove dust spots.
I never came across a plugin that is specialized on this task. I can imagine that it would be possible to write one that would automatically detect and remove them from sky areas where they are most visible. If the dust spots are on texture areas in the photo, it won't be possible, but of course in these cases they aren't that visible anyway.
