8bf PlugIns not recognized in PSP 9

I've been away from the graphic community for a while but the bug has bitten me again 
The problem I am having is when I install any 8bf in my PlugIn directory, I receive an error code that PSP was unable to load the requested filter or may not be installed properly or missing files. I deleted the filters' suib-folders and re-installed but the problem remains.
I think I recall that a file must be installed in PSP or Windows (?) in order for the 8bf filter format to be recognized but I am not sure if my memory is correct.
