i downloaded one of "Harry's Actions" into my photoshop and now it says there is a .dll file missing and I can't get into my program... WHAT CAN I DO???

What do you mean with downloaded Harry's Actions into Photohop? You only need to download it somewhere and then open it from the menu of the Actions palette. I can't imagine that it has overwritten something. It also doesn't need any DLL.

Only plugins need DLLs. Did you download and install a plugin at the same time? Please remove that plugin again.

yes i did plug ins... i took them out and replaced the .dll file.. now it says

a product application library falied to load and the product cannot continue
please reinstall the application...

With so little details about what you were doing and what plugin you were referring to, I don't know what to advice other than to tell you to reinstall the plugin or application.
