Plugin to enhance a photo

When you get 35mm photos developed you can get matt or glossy, now if you have matt finish and put some clear plastic over it, the whole photo looks better a lot of the time.
Is there something I can get to do the same?

Quick fix in adobe elements does not as it makes some colours brighter and darkens others.
Any help appreciated.
