You don't need any plugins to do that in After Effects.
To "flicker in" the text you could simply increase the transparency from 0% to 100%.
A glow can be achieved by using a Gaussian Blur effect (with additional colorization) on a underlying copy of the text layer. The glow motion can be done by increasing and decreasing the blur radius.
Please don't expect me to give detailed instructions. I haven't used After Effects for a long time.
