The Plugin Site

I can't figure out how to make this plugin work in PP9. I can't find any tutorials on the subject.
I can probably figure it out if there is a tutorial for PSP or Photoshop somewhere.
When I doubleclick the icon it opens my PhotoShop 5 LE program, but I don't know how to find the plugin when I use that program either.

Actions can only be used in Photoshop. The instructions for using them in Photoshop are available on the download page of Harry's Filters.

Actions aren't plugins they are scripts that perform certain tasks.
