Customizing psp in windows 7

I have a new computer with windows 7. I loaded psp 10 on it, but when I select View/Customize to set up the toolbars, it gives me a message that says "A requiered resorce was not availabe". Does anyone have any idea what I need to do to make it work? Thank you.
