Is there a way that I can put all my filters and plugins in a file on my hard drive and point PhotoShop 6 to it? I guess what I am really asking is...will that work?

I guess you mean "put all my filters and plugins in one folder".

yes. I install all my plugins to
\program files\_plugins
and install each (set) into it's own subdirectory. I then create shortcuts to those plugins I wish to use in my host application's plugin directory. Photoshop (elements) supports this. I can't speak for other applications.
I sort plugins into top level subdirectories like
color, photo, fun, textures, etc
that way I can load the ones I want for a specific image hacking session. Although I sometimes just load them all. I like have 1 gig of ram. Always MAX out your motherboard with ram.
