Well, wind is a motion effect, so the question is "How can you translate that to a still image?". If you take a photo of a windy scene, the camera's shutter is either fast enough to capture no wind effect or it is too slow which results in a motion blur. So adding a slight motion blur would probably be the most realistic simulation of a wind effect.
