problems installing pluginsite panel in CS4

I have Vista Business 64bit, which means I have to run both a 64bit and 32bit version of CS4. When trying to install the new PluginSite Panel, I get the message in the CS4 Extension Manager : "Can't create folder C:\Program Files (x86)\Adobe\Adobe Photoshop CS4\Plug-Ins\Panels. ( of course, I first got the same message for the 64 bit program files ).
Any suggestions ?

Please exit exit Photoshop and login as administrator before running the installation.
