25-30 might be a reasonable number of thumbnails to cram
on a cd label, but how would you choose them among the
200-300 images that fit on a CD?

I've done this in the past, it was a bit long winded but came out perfectly. At the time I couldnt actually find a plugin or anything for it, so the way I did it was using corel draw first, unsure if you have it or not?
I basically create the circle shape using the ellipse tool, then made another one for the inner circle. With the measurements from a cd i just changed the diameters so the cirlce itself was perfect, and used that for a template.
You can then use it directly from corel draw, or import to say photoshop (or do the exact same thing in corel if you want) and perhaps create a template from that..
