How about the Screens or EtchTone Filter from www.andromeda.com? There is something similar available from www.panopticum.com, too.

You can create your own version.
1- Make a new file with a b&w version of the video raster lines;
2- copy that a few times;
3- apply different distortions to the copies;
4- blend the different versions with each other;
5- save the variations you like OR make patterns from them.

Then, when you want to use one, apply it over your image using blending and the opacity slider OR use it to create a selection from your image to print it as a cutline engraving.

"etched lithography" was made by laying down a resist and scratching a drawing through it (similar to preparing a plate for etching) so the ink was taken up in the lines drawn. The lines for old money were either etched or engraved in metal plates, not done with lithography. Lithography could not produce clean, sharp lines.
