You should be able to find that kind of information on the plug-in's page. Plug-ins designed for previous versions of Photoshop should run without problems in CS 2 as well. Hard way? It only takes a minute!
There's a rounded rectangle preset available in Photoshop, which even lets you define the radius of the rounded corners. All you have to do is create a selection from it and cut out the corners of the banner.

Can you convert the CAD file to EPS? Unless you want to edit the CAD file after you've edited the image in Photoshop there's no need for a program that displays both raster and vector. You won't be able to resize the CAD part as you would with a vector file because you would then lose the alignment ...

I don't know of a plug-in but it shouldn't be a very hard task to do manually...

Duplicate the design (if it is in one layer all you have to do is duplicate the layer), then go to Edit » Transform » Flip Horizontal.

Simply, for creative photo editing and manipulation The software is not the "creative" part of the process, so this pretty much depends on the user. No one can decide this for you. If you can get a trial of these programs then do so. You can also search for tutorials dealing with them to get an ide...

You don´t need a plug-in for that.

Use a semi-transparent gradient fading from black to white on a new layer with the blend set to Saturation.

You can also duplicate the image layer, make the top one greyscale, make a feathered selection (to create the fade effect) and delete.
