and I got it from here, needed a patch to update to 10.03, I had 10.02.
It now works.

If you have psp10, just go to updates and see if you have 10.03, that is what you need.

Got it, plugins now stay inabled
I opened up my PSP 10, found out I had 10.02 and not 10.03, so I went to help and check for updates, and whammo 10.03 was there for me to update to.
Problem solved, but if I had not come here, I would not have thought of that, dumb, dumb, dumb.

psp10 plugins won't stay enabled

I have followed some instructions to build the folder under Documents and Settings, My Name, My Documents, My Psp Files, plugins In File location I tell it to go there. If I do this the lst time, I have the plugins and I can work with them. But as soon as I close down psp and bring it back up, it do...
